When venues are designed and created for community needs first, and then temporary events second, there will be no waste. This proposal accomplishes this by first creating a venue that serves the community, and then answering the question how can this design serve as a successful timeless –yet- temporary venue. This is done by designing a public park comprised of a track, soccer field, and various athletic and retail facilities under a large grass berm with two high line like looped elevated green pedestrian paths. Half of the housing would be built initially to host athletes and VIPs for the events, and after the events are over, the housing that was used to host them, as well as additionally housing will be for the locals. During the world cup, the berm will serve as the primary seating for the fans, as well as the loops which will act as concourses and elevated viewing platforms.
